Ohio’s memory care communities are licensed and regulated by the Ohio Department of Health. The licensing requirements are very similar to Ohio’s assisted living requirements, but there are some additions for security and safety. In Ohio, assisted living communities are licensed as residential care facilities and communities can apply for a special care unit to provide memory care.
Residential care facilities with a special care unit must meet the following requirements:[01]
Communities need to have an initial inspection in order to become licensed. In addition to an inspection from the Ohio Department of Health, the local fire department also conducts a safety inspection. After that, inspections occur at least once every 15 months. These are unannounced.[02]
To check a community’s licensing status, use Ohio’s provider search tool. Select “residential care” or “assisted living” from the drop down menu. This search tool allows you to see whether a community has an active license, but doesn’t offer inspection reports or information about violations.

If a community has a violation found during an inspection, a surveyor from the Bureau of Survey and Certification will come to the community to investigate. Additionally, complaints can be filed by others and Ohio accepts anonymous complaints. You may file a complaint online, or reach out to the Ohio Department of Health.
